Apropos : A Thought provoking incident.
Reasons why these facilities fall in disuse and eventually vanish are, (1). unbearable stench. (2) People shitting all over. For this, it is not the fault of individuals. Shit is the heaviest thing in the whole universe, even Hercules could not hold it. So they just drop it :-)
So. Two suggestions for concerned authorities.
Suggestion one.
In view that there always shortages of funds for developmental works, make a long term plan say 5 - 10 years in which to provide public utility on the lines of Sulabh Sauhalaya. At a distance of say maximum 5 kms between two such facilities. Knowing that provisions are never made / thought given to maintain the facilities once created, what happens is gradual destruction of such facilities. So the crux of the of the suggestion.
Give contract for 24 hrs manning and maintenance of such facilities to private parties. Terms of contract to include ironclad Terms and conditions to ensure proper compliance. This will not only generate employment but also help for people interested in new start ups.

There are many more knowledgeable and better informed than me so call for suggestions from general public. Evaluate them and IMPLEMENT the best of these.
